SEOUL, South Korea - North Korea has made a rare mention of dissenting votes in recent elections, but analysts are skeptical of the significance of the move. In a report by the state-run Korean Central News Agency (KCNA), it was stated that there were a "small number" of dissenting votes in the recent elections for the Supreme People's Assembly (SPA) and local people's assemblies.

This is the first time that North Korea has publicly acknowledged dissenting votes in elections.
